I suspect the answer is yes, but are all monuments used in the 2 and 3 player game? The number of monuments used in the base game scales with the number of players, so it seems a bit odd that this is not the case in the expansion.

Yes, in the Late Bronze Age, you use all the monuments in 2- and 3-player games.
