If the treasury is out of money, as is the majority shareholder to pay the minority shareholders, what happens?

I know if the treasury is out of money, it is the responsibility of the controlling player to make the minority investors whole out of pocket. But what happens if the controlling player does not have enough money to pay off all the minority shareholders? Does the player then need to sell bonds to generate money to pay off said minority shareholders?

it's kind of a moot point. If the controlling player knows that the country's coffer will run out of money before he gets any, there is nor reason for him to stop on investor. Either stop short of it and hope that someone invests in that country before it gets its turn again, or just go past investor.

Passing investor means he will still have to pay out dividends, you cannot avoid the action altogether merely by passing the space on the rondel. With that in mind, how does one resolve the dividend payments if he is out of money at that point in the game?

Dividends are paid ONLY if you land on the space. If you pass it, there is nothing to pay out. So the controller would not be allowed to land directly on the space, nor would they want to.

This is incorrect. A country only pays out dividends if it lands on the investor space.

If playing with the investor card (which I do not recommend), then whenever ANY country lands on OR passes the investor space the investor card moves to the left and that player can then invest. Perhaps this is what you are confusing with there being a dividend payment.

If playing without the investor card (which is the only way to play, IMHO), then passing the investor space does nothing special. It is just like any other space.

You've misread the rules, dividends are paid only when landing on the Investor space, not when passing over. The controlling player must ensure all players besides himself can be paid their dividends to be able to land on the Investor space, otherwise he must pass over the space.

Since you asked. We can never sell bonds, you can only upgrade them.

Sorry for the Necropost.

When we played this today I was in control of Italy and moved to the Investor spot on the rondel. I paid my dues, and then everybody else paid their dues apart from Russia who did not have enough money to pay all their minority bondholders (either from board or private/government funds) from teh various posts it appears that only I should have paid/recieved dividends and not all countries. Did we get this rule wrong ?
