Since the expansion is meant to play as a standalone, I have to ask: How is the rulebook? Is it almost exactly the same as the one in the previous core starter box? Or (I hope against hope) has it improved any?

It's almost exactly the same with only a few additions to cover the new symbols on the cards and explain the new scenario.

This. In fact, in the description of the Borg scenario, under the alternate rules, it still mentions defeating Locutus, rather than the Borg Queen.

It is a crap as the first one. He, there is a new card feature "ongoing" on one of the new cards, let's check the glossary, sorry no entry for "ongoing" - at least not alphabetical ordered, you have to look for a picture of the SYMBOL next to it...

Look! there is a figure next to the speed value - what does it mean? Can't find it - right there in the description of the Romluan Scenario, which comes AFTER the Borg scenario, but you won't find the symbol in the glossary.....

ST; TOS DBG is the first in the series to get a very good rulebook. I think the learned from the last 2 and made it easier to understand. You can get a download of it from their site.
It does not have all the same rules as the other 2 as there is no more ships in the exploration deck but it is very similar and does integrate with the previous 2 editions.
