The smallest "cards only" games that come to my mind are the bluffing game Pico and its sibling, Pico 2, each with 11 cards. If you include other equipment besides the cards, the original Zombie in My Pocket uses only 9 cards (plus tiles), and some of the derivative "________ in My Pocket" works (I haven't seen them all), may use small numbers of cards with tokens or other equipment besides tiles. Punch Cards (and similar games) may use as few as 2 cards. Light Speed has only a few cards per player. There are also numerous other games that use minimal equipment that could be translated to a card game format (e.g., old public domain dice games with one or two dice, small board games like Nana Shogi or Bushi Shogi, etc.), so it's hard to tell more without seeing your game in particular.
