Can you do overdrives when your character is low on health or when your opponents life is low on health. It sounds in the rules like you do these when you are low on health, but the fact that it is a finishing move makes me doubt myself.

Trust the rules. It's when you are low on health.

Only when YOU are low on health.
They're like desperation moves.

Often times, when you are low on health, you won't be the only one low on health .

Really depends. I was playing Mags vs Hikaru last night.

I couldn't seem to land anything, not even my Blessing. I tried to play keepaway, but my opponent seemed to have an uncanny sense of just what to play. He never missed with a token, landed a couple solid hits with Fire, and I was down to 5 life.

Then I hit Level 4, and proceeded to send him from 20 to zero in 3 beats.
(We weren't using overdrives anyways). That last point of priority was all it took.

Hepzibah can also get that low really fast, really easily, while the opponent is still fresh.
