The ancestor to Milton-Bradley's Conquest of the Empire (q.v.), this game is mostly of interest to collectors since the component quality doesn't measure up (at all!) to CotE.
The rules are of interest as CotE variants. It also seems the map changed somewhat between VI Caesars and CotE.
