This is a special card for the Siedler von Catan card game distributed in special fairs usually by mr. Klaus Teuber itself.
The card name is "Guido, der große Diplomat" what means "Guido, the great diplomat".
The card text says: "If your opponent have more victory points than you and you plays this card at the very beginning of your turn (before your roll) you receive the topmost Attack-Action Card from your opponent's discard pile. Guido is immune to the 'Spion'."
