A very thematic simulation. I prefer not having to manage my hand and I very much liked the pass option and the asymmetry. 2 negative points that I did not prefer were the chaos of the situation, and the bad player aid. Another observation is that I did not feel like playing a whole new genre of game (COIN) in comparison to other GMT card driven games. It still is about choosing when to act and where to invest your powers on the map.

The COIN system is a brilliant way of engaging players in the internal political strife of a given country. Most war games concern themselves with boots on the ground and subsequent tactics; the COIN series dares to ask the socio-economic, religious, ideological, and political questions driving the conflict. The nuts and bolts of these designs are equally incredible: an ingenious method of card-assisted play and turn order, menus of asymmetrical actions and goals, and a level of player interdependence rarely seen in games.

Cuba Libre was the series' second installment. A smaller map, EZs instead of LoCs, and smaller deck make Cuba Libre an ideal entry point (though I still prefer Andean Abyss). Factional actions and goals are most similar to AA but there are enough nuances here to make it a unique experience all its own.

Rating based on two plays. So far, it's one of the most interesting games I have tried for the last 2 years or so. Entertaining asymmetrical multiplayer game with impressively changing dynamics and very very thematic. All players are usually close to their victory conditions, temporary alliances are a necessity and bring immense fun without being too backstabby. Short play time (about 4 hours?), close finish, tactically demanding, sufficient does of luck. The overall feeling has a touch of Twilight Struggle and Chaos in the Old World. Worth of playing regularly, the tactical options are immense.

The rules are actually not difficult, yet it's hard to keep the overview of what can be done a) by yourself and b) the other players. It took me about 10 moves until the fog started to clear before my eyes. Still not completely sure about my opponents' available options.

2014-04-12 : 4 factions with 4 very distinctive ways to play - could have been a tad more streamlined, but still a very good wargame that would appeal to pure eurogamers as well.
2015-04-27 : A second play a year later and this game had it all : all 4 players continuously being on the brink of victory, only to be knocked down a peg just before the propaganda card - it was an epic 5-hour game.
