There are a lot of adds to an already well expanded game.

Update: Wow, I take it all back. The Imperial II card is a game saver. No more waiting out the game timer to have the game handed to you. Great addition!

Options for more (or just different color) players AND another ring of systems around Mecatol Rex. Modified roles & technology upgrades fixes what minor issues there were with the base set. I also like the fact that you can have a bigger "board" with just the standard 4-6 players if you want.

Shattered Empires is a fantastic addition to a great game. First, it addresses three major problems with the original: Slow game play, Fighter Swarms, and lack of combat. The expansion introduces "Accelerated Game Turns" which lets you play out the first couple of turns of the game, really quickly. Trust me; once you've used it, you won't go back. The expansion also introduces technology that balances out swarms and swarms of fighters. Thirdly, the expansion addresses the problem of "lack of combat." It has a series of new ojbective cards, that reward a player who is more "aggresive" and initiates combat. Everything about this expansion is a win-win. Get it.

The base game is my favorite board game and anything that adds to it is already good in my eyes. This one didn't let me down by adding not just more races and some cards, but also new galaxy hexes (including new type of "terrain"), soldiers, space mines, artifacts, revamped roles, etc... I never give expansions the same score as the original unless I feel they deserve it. This does.

Great fun - everything FFG added to the original game makes sense. The new Strategy cards acutally make you think what card to chose when you're the speaker... Great stuff!

This fixes the biggest issue with the base game as well - Imperial card every time they are available.

Take an incredibly bloated, epic game and make it even more incredibly bloated and epic and what do you get? Something pretty close to greatness. Shattered Empire brings even more theme material to TI3 while only representing a minimal increase in mechanical complexity while also addressing (although not entirely fixing) some issues from the original release. Fifteen modular options to choose from means that your group can pretty much shape the game to suit your preferences- from a few add-ons to a complete overhaul of the strategy card system. If you didn't like TI3 before, don't come to this expansion looking for it to make it a different game because it's simply MORE of everything and with it the balance of the good things to bad finally tips the game as far as I'm concerned from an 8 to a 9. Essential? If you plan on playing TI3 more than once or twice year, absolutely.

An expansion I rate higher than the game itself. Why? Because this makes TI what I was originally expecting from it: an epic clash of intergalactic empires, where good tactics, resource management and diplomacy are far more important than having luck with the starting positions.

Best part of it are the new strategy cards, which open a lot of strategies, but mainly thanks to the removal of the Imperial strategy card. With the removal of the "free" victory points, players need to be much more focused on scoring objectives from the very start of the game. There are also no completely locked picks, so the "initative/imperial" circle is broken.

Some planets have relics, which are worth a victory point for whoever is controlling the planet they are on. These "stealable" victory points create more conflict areas, leaving Mecatol Rex and its surroundings less cluttered. Influence now has a more dramatic impact, as players now have some control on which political cards will be voted. Also, in any political phase, whoever holds the political strategy card can initiate a vote for the nomination of the Voice of the Council, which grants a victory point to whoever holds the title.

New technologies have also been added. Of the basic technologies, the one which affects the game the most is one which greatly increases destroyer's antifighter capabilities. Also, each race now has a unique racial technology. These are quite powerful, but also expensive, which makes them a nice, if a bit unnecessary addition.

Another welcome addition are four new races, each of which have a nice and distinctive feeling. Other features are also added but, as with racial technologies, are nice but not particularly worth mentioning.

If you want to play TI:3, Shattered Empire is a must, as it greatly balances the game. Will not play TI:3 without it.

An excellent addition to the already great Twilight Imperium game. The options in this expansion are interchangable, and serve mostly to add extra flavor or options to the game, rather than to change anything on the "core level". Even the new Strategy Cards serve mostly to shift strategic focus, rather than change the underlying way the game itself works. A definite "must have" for anyone who likes TI3.

TI3 Shattered Empire 'fixes' a number of things that people didn't like about TI3, and adds some nice enhancements. Political cards are more useful, and have a bigger impact on the game. Also, the Imperial Strategy Card has been replaced by the more useful, and less artificial, Bereaucracy card.

I am 100% against needing an expansion to fix a game that should have been right in the first place, but darn it, this expansion did just that and added a bunch more. Knock TI3 all you want, this expansion makes it near perfect.
