Wow, the carriage/coach adds such a small but dynamic set of elements to the game.
First off, it's obviously a way to whisk a character up to 8 spaces along the board - even where there are no manholes available.
Secondly, it's a handy way to keep a character's ability from getting used that round (moving a cordon, for instance).
Thirdly, it's a mobile obstruction that you can use to keep a character from an exit, a manhole, or possible accusers.
Fourthly, it's a herder that you can use to gather characters together.
Fifthly, it's a disperser that can run through an otherwise inseparable clump of characters, sending them this way and that.
Did I miss anything?
In short, it feels right at home in the dynamic game of cat and mouse that we call "Mr. Jack".

After 2 plays using the base game with this expansion, I'm not yet sure what to think about "The Carriage". It certainly adds some interesting new elements, but my initial impression is that it slightly detracts from, rather than adding to, the game. This is due to 2 main reasons: it throws a bit of a chaotic wrench into the finely-tuned, elegantly balanced machinery of the base game, and it adds to the length of play since there are considerably more options to consider (our first play with "The Carriage" took 1.5 hours, the second, just over an hour - both of those games went to the 8th turn, at which point Jack was caught). And that inability to run away seems to be expected from the Jack perspective - sure the carriage gives Jack more mobility throughout the game, but in the end that increased mobility for both players prevents Jack from hiding out of range of the other characters in the final turn or two (which is how I've won as Jack a couple of times in the past). So I'll have to give it a few more plays to see if my initial rating changes at all. Perhaps it would be more interesting to use along with a couple of the expansion characters, such as the jumpy guy and the barricade dude. Game design: 4.5/5 Personal enjoyment: 4/5 Total: 8.5/10

What an awesome expansion! So simple...and yet it does not affect the balance of the game. It adds, instead, quite a bit more strategy for both players! Now, I won't play the game without it!
