Just a quick clarification question: for all references to "part" of a city, does that mean the city quarter as a whole, or the 3 specific parts that make up a city quarter? If I have a business in the 1st section of of city quarter's outer section, and my opponent has one in the other outer section of the same quarter, I may still build a black business in the same space as my business?

Lastly, each player starts the game with only 2 black businesses, and therefore only has 2 black business for the entire duration of the game, correct?
