A small program designed in Game Maker that will generate a random setup for your forest and moor tiles. Why have just 9 possible setups when you can have over 1900?

because the 9 setups are carefully balanced and I'm going to bet the 9000 aren't. Just sayin'.

Well I made sure to follow the same pattern that the nine cards do: each forest tile touches at least one other forest tile; each moor tile touches at least one other moor tile. After witnessing the results, my best guess is that they are as well balanced as the cards.

I counted the possible combinations of moor and forest tiles to be 1913. If I miscounted, then that is slightly under the real total. So, "over 1900 combinations" is a good approximation.
