What is meant by "All your pieces must fit on your board, lying flat"?
How is that different from the normal rules?
Do you mean all pieces must fit within the space defined by the "letter" dots (Nothing sticking over the top, as is normally allowed.)?
Aside from the fact that you wouldn't be able to read the instructions and scoring... You must fit all the pieces on the plastic tray thingy. They may go over the top of the letters, but not off the board. This is because, with great benefit in hoarding as many letters as possible, you need incentive not to just leave everything as uncovered as possible.

Yes, the general rule applies for the dots that they are -1 if left exposed.
