If I'm not mistaken, I think you have an error in your scoring. You state that Provinces without patricians do not score. In the rules state "Vacant Provinces score one fame point less then the number shown on the tile". So, in your example on page 2, the 4 point Gallia would score 3 points bringing the total to 27 not 24.
