In at least the original version of the game:

"Taking A Turn
The player who owns the game gets to go first (noticing a theme?) unless he is one of those people who seems to take forever to take a turn, in which case the player to his left should dope-slap him and proceed with his turn. In fact, while we're on the subject, Alien Menace hearily encourages players to dope-slap others for excruciatingly slow play."

I've had this game for a while (got it at a gaming convention as a prize) but haven't played it yet. Last night I was reading the rules and came across some great lines, largely due to the word "monkey":

"If you completely run out of Favor for a tribe, you run the risk of incurring Monkey Scorn."

"Each card in the Monkey Pool shows a monkey longing for the simple life back on Earth."

And the tie conditions are great:

"In case of a Victory Point tie, the winner is the tied player who has launched the most monkeys." (Is this in the list of things said in a game that sound dirty but aren't? I'm launching my monkey!) Later in the tie conditions: "If it's still a tie after that, you've got a remarkably close game on your hands. We suggest awarding victory to the player with the longer hair."

Incidentally, the player with the longest hair goes first.

Now I'm not sure I want to play it yet. I just got a haircut.

I love "Star Fleet Battles", and very much enjoy this card game based on it, but though very detailed rules are fantastic to have in SFB, perhaps they're a bit much for a simple card game:

From the Optional Rules section:

Single Race Play: Players select a different race and use the same number of ships of that race as their Battle Force. Selection can be done by mutual consent, or players could each roll a die with the highest number selecting a race first and so on. [emphasis mine](IF TWO PLAYERS ARE TIED, THEY ROLL AGAIN TO BREAK THE TIE BUT REMAIN IN THE SAME POSITION RELATIVE TO PLAYERS NOT IN THAT TIE. FOR EXAMPLE, IT TWO PLAYERS ARE TIED SECOND PLACE, THE FACT THAT THE SECOND DIE ROLL PRODUCED A HIGHER NUMBER THAN THE PLAYER IN FIRST PLACE DOES NOT MOVE THE TIED PLAYER TO FIRST PLACE, ONLY TO SECOND.)

All game rules should stop listing a maximum number of players allowed and replace it with the number of players needed before invading Belgium becomes a better idea than playing the game.

I love what happens if you leave your geese and paper unattended:

"Research may be produced during the production phase at the cost of two geese and one paper. . . If two geese and a paper are left on a tile, that is, if they are not being carried by a transporter, both geese and paper are used by the game and disappear. This leads to a great increase in metaphysical understanding which has no practical relevance in the game."

Rule 50.9 Liechtenstein
As soon as a Warsaw Pact land unit moves into a hex adjacent to Liechtenstein, the NAT player rolls one die. Ona 1 or 2, Prince Franz Josef II leaves for his 10,000-acre ranch in Texas and Liechtenstein surrenders. on a 3, his Highness decides it is time to start reading Das Kapital; Liechtenstein surrenders. On a 4-6, the Prince and his militia defend their national honour and postage stamps to the death.

This is for one hex and one counter of a huge game. I have never seen this rule invoked but love it anyway.

My actual favorite rule comes from Civilization, and it's something like "Cities cannot move," but I no longer have the game, so I can't look it up.

Good alternates are some of the statutes from the Talisman City expansion, laws that can trigger an arrest by the City Watch:

4. It is illegal to Trade in the Streets without a license. Licenses may be obtained, giving 3 years notice, from the Dept. of Licensees: please apply in triplicate.

9. It is illegal to be a Cyborg, Ghoul, Hobgoblin, Orc, Troll, or a Warrior of Chaos.

10. It is illegal to have no money at all. The City has standards to maintain.
