The Republic of Rome is an abstraction of over 250 years of history. It simulates the politics of the Roman Senate during the republic. The players take the part of various factions vying for the control of the senate.

Directly from the back of the gamebox:
The bloodthirsty spectators of the gladiatorial arena would shout out "Habet, hoc habet!" whenever a gladiator fell in combat. Now you can recreate those violent contests with the latest miniature wargaming rules from Flagship Games. Habet, Hoc Habet! faithfully recreates the life of the gladiator and the gladiator's owner, the Lanista, as the later strives to make his fortune while the former does his best to stay alive! Habet, Hoc Habet! is a great game for two players or a whole club. You can play out an entire campaign in the course of an evening, and no more than a single figure per person is needed!

SPQR is short for Senatus Populusque Romanus, the senate and the people of Rome. This game contains counters and maps that allow the reproduction of five battles of warfare in the Roman Republic. The mechanics allow leaders to activate units within their command range in order to rout or destroy the other player's army.

Played a game of this yesterday. I was Rome, but my Sword was mainly being used for hari-kiri. I ended the game with 4 VPs to Greece's 12, the other two players had 9 or 10 Vps each...

Not really about Rome. The map is Europe, yes, but the civilizations are generic. It is about civilizations declining, which Rome certainly did.

This game isn't about Rome specifically, but you may want to change the pic to one showing Romans, say, this:
