Combat is solved by assigning damage between the armies involved (each army has a force value). The difficulty is deciding what's your best attack or defense (armies have abilities, may be grouped and can be led by military characters, who usually have special powers that may have an impact in combat). Once decisions have been taken and combat has been defined, resolution is not affected by random factors like dice.

This one is debatable, dice are used but are not rolled, the player secretly selects a number which his opponent has to guess. You could just as easily use a card selection.

If I recall, this uses a rock-paper-scissors style mechanism to resolve combat. That is, a movement is done simultaneously and the winner in any combat is decided based strictly on the types of units involved. The game sells itself as a zero-luck game.

I believe this one is totally diceless... in spite of which I think my copy of the 2nd edition may have had a die in the box anyway...?

Combat results depend on secret orders that (in effect) describe how ships will attempt to match (or not) each others' course and velocity. I think you have to allocate energy among beams, shields and drive as well. Haven't played in 20+ years, so the details are fuzzy now!

Each unit type has a combat value, which can vary depending on terrain occupied and the type of enemy unit it's fighting. In each combat, one or several attackers may attack each adjacent defender. If combined attacker values exceed the defender's value, it's eliminated.

Campaign uses dice for movement only; combat is always resolved in a deterministic fashion from the position of the target in relation to the attacking units. Arguably the dice can affect the success of an attack, but in the end they are not the determining factor; a low roll can result in success as much as a high roll.

This older game can be had for very cheap on eBay. I played this a lot as a teenager and I loved it back then. The combat is totally diceless, which is why it is hated by many (much more than it deserves!).
I still have my copy from my youth as there are many good memories inside that box.

I'll add just one miniatures game. It actually includes a die, but is virtually never used (as in: Maybe once a game. Maybe). Combat is handled by a pretty seriously complicated system of force comparisons (taking leadership, weaponry, morale, terrain, etc etc etc into account). It's designed to be complicated so players can't calculate them on the fly.

A combat/movement system in which each move ends with both players adjust their pieces by no more than one hex simultaneously (through use of inverted movement counters). There is a method for resolving conflicted moves (usually to the detriment of the moving/attacking player). Once the final positions and facings are resovled the attacker conducts combat up and down the line with fixed combat results (all 1-1's are no effect).

It sounds clunky, but generally the number of units on the board is such that it works well.

There is also a scenario for the Battle of Stamford Bridge included.

A diceless combat system that uses command and control, support, morale, unit quality and weapon type to calculate the results from any combat. Clash of Empries covers the opening engagements of the Austro-Prussian War.

also in this system:

Clash of Empires: Fire on the Iser - an expansion that allows for the full battle of Koniggratz

Iron and Fire - the Valley Campaigns of 1862 and 1864

Shock Army - Spanish Civil War actions around Madrid

Two diceless combat systems. One is based solely on the difference in units between the attacker and the defender. The Attacker pays 3 Million Marks to cross the border and the Defender removes the difference. The Attacker can repeat the process until he eliminates the Defender, runs out of money or loses interest.

Under the second system the Attacker pays his 3 Million Marks, Event cards are drawn, and the combat result is printed on the bottom ranging from L-5, S-0 (Larger loses five, Smaller loses zero) to L-0, S-2xdif (Larger loses none, Smaller loses two times difference). This time however the Attacker cannot renew the attack should he fail to eliminate the Defender.

I generally prefer playing with the second system because it helps beleaguered defenders survive. It is a balance of power game, so when one player is clearly winning the other three can generally drag him down. Under Type I combat the leader may be able to run the board by taxing one additional turn before launching his attack. The most interesting thing about the game is the way powers on the verge of extinction can help derail the leader and then recover, so I prefer the ocmbat system that helps set the stage for the rally.

Abstract game of the Viet Minh against the French. Written orders for movement. Combat is done by comparing the odds engaged. At 1:1 odds, the players must make a 1-4 selection and compare for the outcome. Interestingly, the numbers reflect different postures, with 1 being more aggressive and 4 less.
