I'm looking for games where each player leads a gang trying to control parts of a city, or earn prestige, or amass wealth, or eliminate rival gangs. I'm considering designing a game around the gang theme, and want to know what is already out there. Any help is appreciated!

A chromey Risk-like game in which players control mafia families. Each side has "family" peices that help you earn money but that can be captured (and ransomed) or killed.

Has campaign rules.
Essentially Fantasy Necromunda... same kind of scale, very close rules.

While technically just outside the bounds, it's close enough in feel that you need to be aware of it. Vampire factions tend to look like gangs to the herd...

Slightly off... * Starchild: Velvet Generation (bands, rather than gangs) * In Nomine (The gangs in question are literally angels or demons, but otherwise...)

Actually, more generally, Car Wars has a running theme of Biker Gangs vs Fortress towns.
It's a common enough CW scenario that it's Gangs vs Cityfolk; the Sunday Drivers is an all out war. However, Many campaigns focused on one or another local gang within a larger city.
Again, an outlier, but notable for fan obsession.

Maybe not what you're looking for, but it certainly has (very famous) gangs...
"Two street gangs both alike in dignity, In West Manhattan, where we lay our scene, Do battle for their turf with pirouettes, Leaping, spinning, fighting the Sharks and Jets.
This is a tactical combat game based on the musical West Side Story. Players control rival street gangs, The Sharks and The Jets, that are represented by individual counters. Gang members attack by snapping their fingers, singing and performing dance moves. They attempt to break the other gang's cool. Each character has a cool and uncool side. Leaders can rally uncool gang members. All combat is resolved on the Choreography Results Table."

Three Inspectors have come to Chicago, and your gang wants to make sure they don't get any information about the family. The same thought has occurred to your nemesis, and you've both gathered your family and those loyal to you, ready for a fight.
Flickago is a flicking game where each player is trying to keep their gang members in the other gang's turf in order to keep the inspectors -out- of their home turf.
There's more strategy than just flicking hard, and plenty of decisions.

There are a couple of PBMs in existence like this. I've played a lot of "It's A Crime!" which is a pretty in-depth crime PBM.
There is at leas one other PBM one, but I can't remember the name.
On Facebook there are a couple of crime games. Mob Wars for instance.
