The goals of this award are :
- To promote wargames at large - To recognize quality wargames valued by the BGG community - To showcase what are wargames to non wargamers - To present a good selection of wargames produced in 2008 to people curious about wargames.
The Nomination Committee of 9 members is composed of : Desaix, Scoutmom, Grognard, Kiraly, Alphawolf, mrbeankc, Harae, Billyboy and GeneSteeler
This committee has 2 vice-presidents: Desaix and Billyboy
The pre-selection list is put together. It includes the 20 top wargames here on BGG that were, on the 5th Oct 2009: - Released in 2008 - Tagged as wargame on BGG - Ranked on BGG (at least 30 ratings) - No deluxe versions or re editions of old games They are pulled out of the BGG wargame ranking list here : http://boardgamegeek.com/browse/boardgame?sort=wargamerank
2 games have been voted out of the pre-selection list for not matching properly the criteria at the time of pre-selection : - A Tomb for an Empire - War for Edah
Each member of the Nomination Committee can veto any game off the pre-selection for not being a wargame. If a game receives 5 vetos it is out of the list otherwise it stays.
None of the remaining qualified games has been vetoed out by the committee for not being a wargame. War for Edah is the only game that have been vetoed out for not being a wargame but it did not pass the previous eligibility criteria vote.
All the remaining games are the official nominees for the 2008 BGG Wargamers' Award.
We organize a vote. Everybody on BGG can vote appointing 3 top wargame for this awards. The one with the most votes wins, the second and 3rd are determined by vote count as well... Vote will end the 30th Oct midnight.
VOTE CLOSED Who can vote : Any BGG user who has purchased an Avatar or a GeekBadge can vote, that's the only criteria.

Oh, but it is... as much as DiF or Up Front.
I would disagree very much. That's partly why I proposed the 'let's assume'. It may or may not be a wargame. But it is not at least as much a wargame as DiF or Up Front.

Fortunately, you seem to be in the minority there...
Seriously, though, re-read what I wrote. I'm only saying that theme is a factor, not that it's dispositive. I can imagine a number of points of distinction that might qualify, say, Starship Troopers, but disqualify War for Edaðh.

Sometimes, what makes a wargame isn't simply *what it has* (like a TEC) but *what it doesn't have*. A game can have wargame elements but not be a wargame.
The bigger picture incorporates the question: What is the primary focus of the game?
Perhaps a better way to look at a game would be to play your own Devil's Advocate and honestly ask yourself, "What elements does War for Edaðh have that would make me classify this as not a wargame?"
What makes it different from Starship Troopers?
But please stop insinuating that the only reason it was rejected is its "Fantasy theme".

Still, I don't see why this should exclude the game from being a wargame, as wargames have multitude ways of resolving combat between two units, some random, some deterministic (Frontline seems to use the total strength of the units involved and the loser draws cards up to the value of the difference in power).
I still think the theme is in part responsible for the exclusion, but maybe it has also to do with the game being an "outsider" (not from a wargaming company, doesn't look like a traditional wargame, is not played by traditional wargames).
