Can the debaters with +1 dice in England be used in Calais. I know it's not the English Language zone, but Zwingli can convert Francophones, so I suspect they might also be able to do the same.

As far as I know...no. They are specific to saying, England (which is different than English Home Spaces), and "Two Spaces from London", which is blocked by the sea.
