If that is supposed to be a Russian soldier on the bottom-left corner of the box, then why is he carrying a Colt M4 carbine (and not a Russian-made Kalashnikov)?
An M4 carbine (and the M16 assault rifle) is the standard service rifle of the US military.
Not only is he carrying a US service rifle, but all of his tactical gear (vest with 5.56x45mm magazine pouches, MOLLE military pack, etc.) are all US military issue.

The original box cover had more interesting elements and was far more epic-looking. Like the cover to Axis & Allies, it could easily pass for a movie poster.
First of all that is not "green smoke" that is the green lights from the hovercraft on the fog or haze in the area. Secondly, that is an American beret by the color I would say 82nd Airborne or at least that used to be before they gave everyone in the service berets.
I used to own the original and loved it. I have tried often to get a copy since then - even prior to ebay - but with the costs I would rather get this version and simply "play" the game again than pay for a nostalgic copy.
Having said all that I did like the old box art better but never knew why Saddam was on the cover.

With the star the soldier is part of the "Euro-Socialist Pact" which is formed by "Europe, now completely dominated by the Soviet Union" (1986 Manual, should be lightly changed now ). So he does not have to be a Russian but is European.
In Europe today may be is not used the pictured M4 but M16 variants are the standard service rifles at least in the Netherlands and Denmark as I could see during my own service and on vacations. Compare:
And because of the other equipment think about the army of Luxembourg. They use a battle dress and stuff which you can hardly distinguish from the older US BDU while I don't know about the recent development. Compare:
So may be the guy on the cover is a Dane, a Dutchman or a Luxembourger in the united Future-Army of the Euro-Socialist Pact. I think there is a little freedom for the artist possible. And yes, I think it is in truth a mistake with the equipment and I like the old cover (with Saddam) more, too. But nobody has to buy the new one, it is just an oppurtunity for those who can't get the original version.
