I know it must be taking things out of context, but looking at this picture, I have to wonder what the point is to using blocks, when all the units have the same strength range?

The different sides of the block represent different objectives. So you do not know what each of your opponents blocks are trying to do. They can also be "fog of war" blocks, which are dummy blocks that are just "rumours" and not any ships at all.
