Any art store has this. Tools to use are an x-acto knife, steel ruler and a cutting mat. Once you're done cutting, you glue the edges together with white (bond fast) glue and voilà!

Most places that sell foamboard, such as Staples and Michael's, have it available in black (and other colours).
