You should have added -1 [blue] for balance and the resulting changed priorities of the citizens.
Hmm. Maybe this could actually be made into an Age-by-Age improvement. With a mechanic something like:
"1C, 1HF. At the start of your Production and Maintenance phase, you may add or remove blue tokens from this card, which can hold a maximum of (Age) token(s). For each blue token on this card: 1C, 1HF."
I'm just trying to think of what the different Age cards would be named; alas, I'm devolving into things like "Designer drugs" for Age III, and I'm not sure that's a path we want to go down here...
