Perhaps he is in fact the Emperor of the Holy Galactic Empire, the one and only Sir Roger, formerly Baron de Tourneville?

My first thought when I saw the cover was that he certainly looks the part of the main character from Poul Anderson's The High Crusade.

I think the art is fantastic. Dune is another example of a sci-fi universe that uses medieval themes without any problem.
