- An illegal board configuration. For the first space to be unoccupied, there must be at least one shut down warehouse in the center of the display. In fact, since this is not a two player game, the first space must be occupied at this point, since no shut down could have occurred yet (the 6th space is not occupied). It looks like the same the city in the background (Athens) has the same problem.
