and whats with the start tiles taking up 2 spaces? is there a rules change here?

Those look like the chain markers to me. Since a chain has to comprise at least two tiles, it makes no difference (except, of course, making them easier to see).
Cardboard everything? Wow that looks horrible and when someone hits the board...... Glad I have an old AH copy.
Everything being completely flat on the board makes it very easy to see all squares all the time (both covered and uncovered ones). That's a big advantage.
It also looks quite stylish (the board, the chits, the stock cards).
Having said that, no German publisher in his right mind would try to pull anything like this off and getting away with it, namely printing everything on cardboard, even the chit holders. The reference cards have to be ripped out of the back of the manual book and are very thing cardboard material (one has to laminate them if they are to last).
There is no bag included to draw the tiles from during play :-(.
It's a great game but that's not enough value for the money regarding the material.
I think this version looks a lot nicer than those horrendous plastic art deco hotel thingies. Glad I only paid 19 quid for mine and not a hundred for those collectors item ones.
