Phase III (Settle) Place a military world as though it is a regular world. Sounds like the contact specialist without the -1 cost. Thought not Alien worlds

Phase III : a REBEL world. Not any military one.
For Rebel Cantina, the card Monsieur F was referring to, the Phase III power applies to any (non-Alien-good) military world.
Rebel Alliance has a similar phase III power which is limited to REBEL military worlds (and includes a discount).
