Both are correct (based on FFG)

Having a blue agency one makes no sense...it unbalances the core decks and takes away a good character from the Miskatonic deck.

It sounds to me like FFG just does not want to admit their mistake and replace the cards.

I am usually happy with FFG....but this annoys me greatly.

The card makes more sense as a MU character, because they have no characters with toughness. The Agency has some, so the character hurts his own fellows...

So whats the deal here?

Should I make a home-made Orange Steve and use it instead of the Blue Steve?

It does seem like a printing error, considering there are 20 cards of each faction, except 21 blue and 19 orange.

I was wondering why this was the case! All of the decks have 20 cards except agency has 21 and msk has 19. I'm going to correct this error by getting the CCG steve and placing him inside my LCG deck...

Yeah, this definitely looks like a mistake. I think I will be replacing it as well. Fortunately, one of the few CCG cards I have is the Miskatonic Steve Clarney.
