I'm going to agree that this card is not a great choice.
It would add some unexpected funny effects in the fact that you are trading cards like Totally Insane Card Game. But it doesn't get you closer to your goal.
I've found that expansion sets that don't help you move towards a win are bad for a game. Some examples in my house are the Timescape for the original Talisman. And the Magic expansion for Settlers of Catan Card Game. Both of these stretch the game out and don't offer you a lot of bang for your buck.

Its not that bad at all. If a player is handing out curses like water, then you can dump one of those cards off on the player to your left. In addition to that, this card can also function similar to the chapel. You can dump off an unwanted card to a player to your left (preferably NOT an estate card), then, using the 2nd half of the card, you can trash a card in your hand that you wanted to get rid of (a copper/estate), or, if the opponent sitting to your right stuck you with something like a curse, you can just go ahead and trash that.
This isnt a bad card at all.It obviously depends on the 10 cards in play whether or not you would buy it or not.
First of all, you get to draw 2 cards and trash 1 or 2 cards (one of which goes to the Trash pile, the other which goes to your opponent). Quite worth the price of 3.
The addition of messing with your opponent's hands is just flavor, but this flavor could have a significant impact in certain combos (think Village+Bureaucrat+Masquerade or Village+Militia+Masquerade). Sometimes just having it somewhere in your deck could give you an advantage; for instance when you play Village+Militia people will be wary of the possibility of Masquerade and leave only two good cards in their hand.
The only downside to this card is THAT guy [you know who I'm talking about]. His entire strategy will be playing this card as many times as possible, and if he can throne room this, all the better.
Not that that's inherently bad, I think chaos can be funny, but I can imagine some people getting really angry really quickly if a guy is dropping this 2-3 times a round. [I'm reminded of one time, while bowling with some friends, one of my pal's unorthodox method--throwing an 8lb ball more than a third of the way down the lane--caused a geezer one lane over to have a coronary "HE'S RUINING THE GAME!"]
This card will single handily defeat purified Chapel decks. I can't wait! The only major complaint I have about this card is the potential for seating order to be a problem. The person sitting left to the player who has his entire deck scaled down to less than a dozen cards is going to benefit a lot more than the person sitting to the right of that one.. I anticipate Puerto Rico-like complaints in the near future!
It's not strictly a net loss for anyone when averaged across all games. You lose a card of your choice and gain a card from your neighbor. It could very well end up improving your deck.
Or...maybe Reaction cards make the interaction funky. Someone plays the Moat and it ends up hurting their neighbor because the neighbor is still giving a card without receiving one in return.
