Neither. This is completely a hand made affair using very non-digital methods: Colored circular office labels affixed to the back of another game board.

Equilateral triangle graph paper is a help here. Create an overlay template with that, then mark the board at the intersections using an awl. Remove paper, and affix stickers where marked.
