Having all the cards in the same place also seems to help everyone keep track of what options are available. We just lay the fence on the one part of the card that doesn't matter once it's built; the bottom where the required materials are to build it.
I don't find that I have a hard time looking over the options (after the first 3-4 games that is). However, the proximity of cards makes me favor the ones I have built over other players' buildings. Maybe putting them all together will help me to consider every building as an equal option.
I might use my extra Steam tokens to do this same thing (I got one of the copies with tokens for 10 different player colors).
