I don't think Barts negative is such a negative at all. The wording makes all Engineering Skill Cards count zero during his turn. If he draws a crisis where Engineering is negative, all of a sudden blue has been negated (like having chief's OPG on each of your turns). Since blue isn't that often a positive color for skill checks in general, this easily allows crisis skill checks to be passed easier since even treachery is positive. Depending on the skill check only red may actually count as negative.

Perhaps a clause to indicate all engineering cards still count negative, but NOT positive.
Turns out Esseb did touch the flag. Don't tell him I said so though.
I considered that but given that he draws 2 treachery cards that he can only use on his own turn and only 3 "normal" cards it seemed appropriate. (unlike Ellen he can't get more cards with his ability)
Also if a blue skill check comes up on his turn (often with only 1 other colour) it can make those checks extremely difficult.
Because Bart was such a "rebel" I also thought it made sense that his "negative" was kind of a positive
