So, yes, this is done with one set. She figured out there is 5 of every double and 6 of all the rest of the tiles, and went about designing it from there.
Also, yes, she is very artsy. The colored paper is for our rebuild of the Dominion box, since we want all the cards from all 3 expansions (plus alchemy when we pick it up) to fit in a single box. The paper is to color code the dividers.
