I don't own the Storms of Steel game, but I was impressed with how well the Awakening the Bear set combines in the tray with Price of Honour.
I want to point out that the insert is very sturdy, and designed well enough to have the outside perimeter and the inside square section (where the cards are) raised above the height of the counters in the counter slots. So the insert bears the considerable weight of the boards, rather than the counters doing it. Also, while boards are held above the height of the counters, there's not enough room for the tiles to get dislodged out of their slots, as long as the box is packed full with boards. I just picked up my game box and shook it pretty violently, and all counters were still in place. The cards however, you might want to ziplock.
Price of Honour includes replacement counters for the units in Awakening the Bear, to include corrections and layout changes. So none of the original AtB unit tiles need to be used. However, the cards and the non-unit tiles (combat effects, terrain, tracking sheet counters, etc...) all need to be combined with the new PoH units.
The only slight disappointment was that the Awakening the Bear firefight book does not fit into the smaller Price of Honour box. That's not too bad of a situation though. I also wanted to note that the maps from both of my sets (maps 1-5 and 11-12) and The Marsh (map 6) all fit into the Price of Honour box just about perfectly. It's a pretty heavy box now, but it's nice to have everything in one place.

. So I decided to leave the AtB obstacles as they are not as nice as the SoS tiles.
. It is hard enough to have so many AtB units replaced...
