All three colors are showing 10 points...

Red (4 cities + 1 metropolis)
Blue (3 cities + 1 town + merchant + longest road)
Green (3 cities + 2 towns + 1 metropolis)

...so it's hard to tell. Looks like blue might have a victory point behind the table...
