I've been interested in this game for awhile now, and after seeing some reviews.. i can't stop but to think that perhaps there is some similarity with Kremlin.. with voting and vying for power.

I've only played Kremlin and enjoyed the hidden influence point system and how the voting is dealt. Is there any similarity between these two games?

Also how big is the negotiation part of this game?

You vote. They age.
But the games are very different (Kremlin has cards, dice, the secret influence... iSdK has no randomness at all, actions are "drafted" from a common open pool, there's area majority...).

As big as you allow it to be.
Usually enough to be a crucial part of the game, but still less than what you get in a "trading" game (like "Traders of Genoa").
