In what order do events happen in the Resolution phase? I don't think this is specified in the rules, though I think this might be good:

1. Ships move
2. Compensation is collected
3. Rewards are collected
4. Offense decides whether or not to have a second encounter

Additionally, I'm also wondering in what order ships are moved and rewards are collected.

See page 12 of the rules under Timing Conflicts...

1. The offense.
2. The defense.
3. Players who are not the main players, starting with the
player to the left of the offense and proceeding clockwise.

Moving ships usually doesn't create a conflict, so pretty much everyone moves there ships at the same time. But, you can enforce order based on above if you really want.

The only way to answer your question is from an example where it would matter.

The Mercenary gets rewards when it wins as a main player, so it might gain rewards and give compensation in the same encounter. So here's a case where it matters. And yes, I agree with your assessment in this case that it makes more sense for compensation to happen before rewards.

I can't think of any other cases where the order of the first three matters, off hand.

The decision to have a second encounter should definitely always come last.

I agree with Phil - and as he mentions, Mercenary is an obvious case of where it matters. Ghoul is another one that springs to mind.

Daredevil vs. Ethic
Hacker
Quartermaster
Victory Boon

And, assuming we consider bonus card draws for the winner to happen in the same timeframe as Rewards, then

Animal
Yin-Yang (if the offense lost with N)
