Per bond.

so 1k per 1 bond card, and 5k per 5 bond card.

The rules suggest that it is $1,000 per card.

So do you "make change" when buying bonds each round? You have 2 bonds, you buy three more, so you turn in your two and take a bond for 5?

Yes, you can turn 5 "1 bond cards" into 1 "5 bond card" at any time. It really just their so you don't have to have so many bond cards in front of you. Plus it makes it easier to count the number of bonds you own.

1 "5 bond card" represents 5 "1 bond cards"
