1. The Escapade card says in its unshaded text: Place a DR Guerilla and Base in either Camaguey Province or Oriente." It would seem that the M26 bot should have special instructions for this one, since it has no apparent benefit from executing the unshaded event. Why does it have no special instructions?

2. The "Come Comrades!" card says in its shaded text: "Add lesser of Aid or +10 to Government Resources. Then Aid +5". M26 is first, Government 2nd, Syndicate 3rd. If M26 is ineligible and playing with a syndicate bot, the government has no incentive of executing the event if the syndicate is eligible. Seems kind of cheesy, since the syndicate has no apparent benefit from executing the event. Why not do Ops+Special instead?

3. the syndicate flowchart rallies only if there are casinos without a syndicate guerilla. This leads to a bit of a gamey situation which is fairly common, namely that the government sweeps where the syndicate has cash, the syndicate does not rally to go underground and protect, and the government during their next action assaults and gets the money. Shouldn't the syndicate rally also if it has only active guerillas where it has money?

3. This bothers me too. It is too easy to steal cash from Syndicate if you play the Government.

I've not played as the Govt yet, so have no direct experience, but how easy is it to keep Cash spaces free of M26/DR Guerrillas? As the M26, it's difficult to keep Cash, so was wondering if it is a lot easier as the Govt.

The Syndicate just has higher priorities than hanging on to cash, it plays the long game. The Syndicate is more interested in opening casinos. If the Government is wasting time stealing cash it is missing out on opportunities to push towards its victory conditions.

Agreed with Rev. And once the cash is stolen, I have found out that the Syndicate will usually get it back with Bribe anyway. This one has a transfer of cash in its first priority and can get you anywhere, so it is extremely powerful.

In this situation Govt has spent 4-10 Resources (including potentially losing Skim money if you closed down a Casino too many with the Assault) and 2 Ops to get a Cash marker that if they manage to keep it gives them either 6 Resources, a Base or an extra LimOp. This can be worth doing if the US Alliance is Firm, or you need to slow the Syndicate down, or if you can do it as a side benefit of Sweeping and Assaulting the DR or M26, but on a lot of occasions you're just wasting Govt time and Resources.

If the Syndicate bot always Rallies to flip its Cash goons back Underground, it becomes pretty easy for the Govt to prevent it from Constructing new Casinos, Marching into new spaces (including with Cash), or using Terror. In this way it is quite possible to prevent the bot from ever building more than 6 Casinos (or 7, if Sinatra is timed perfectly).
