I am having a problem with extort action with the Taliban.

To extort it says that I have to have an underground guerrilla in a space to extort it, this is fine.

But what if I want to extort an LOC for its ECON value? When I want to move a guerrilla to the LOC it has to go to active? Which is fine but I can't turn the guerrilla over with a rally because it say in rule 3.3.1 (If the space already has at least 1 of that Faction's Bases ...... You can flip all its guerrillas there underground).

You can't have a base on an LOC. That would mean I can never extort an LOC.

What am I doing wrong?

You don't necessarily flip a Guerrilla that Marched onto an LoC to Active. This is only when Warlord Guerrillas + Gov't/Coalition cubes + moving Taliban Guerrillas exceeds 3.

Sometimes I find those GMT rule books a bear to read and learn a game from, I wish they wrote them in plain English.

The trouble is I love their games so I have to go through the pain.
