Played a game of Japan v Aztecs. A few questions:

It appears very difficult for the Aztecs to mount any offence, which allowed Japan to make a clean run. Is this the standard, as it seems that Japan really does need to be taken down a few pegs occasional for fear of running away wth it.

Also, Do feats trigger a limited amount of times. Eg the Mill gives you a gold and for building a red building. Is it overtime or only once per turn?

No limit, unless the card says so. Check the errata (file section), some cards have a limit now that didn't before.

Honestly the problem is, i never one any card had limit on it, my friend who learnt the game independently came to the same conclusion. We actually reverse engineered that action cards are a one time thing.

Mill triggers everytime that the owner build a red location, so it's a really strong card for Japanese, you need to draft this card from them or destroy it (not always possible), otherwise they will have a great advantage over you.
