I don't have much in the way of card driven games and want something that plays well with 2 but could scale up to 4.
I'm thinking something like Deus or Imperial Settlers.

My two favourites that fit the bill are a bit deeper than Deus and IS:

ZhanGuo

and

La Granja

Both get nice engines going so you really feel like you're accomplishing your goals.

San Juan. (I'm told San Juan (second edition) contains the buildings from San Juan: The New Buildings & The Events - otherwise you'd also need the expansion.)

Ashes: Rise of the Phoenixborn - I just got this, enjoying it. Bit like MTG but LCG format so less intimidating, also has a draft mode.

But the current hot card driven middleish game in our play group is Elysium. It's a deceptively simple game that leads to a lot of tactical fun and frustration. And the components are beautiful.

I'd like to throw in Mombasa, the card mechanism in it fascinates me. And Baseball Highlights: 2045, my favorite deck builder. Liking baseball isn't necessary, but it's icing on the cake if you do.

I would always pick 51st State: Master Set over Imperial Settlers now.

Also somewhat lighter, Port Royal is excellent.

ImperialSettlers has unique factions+ 1 common pool of cards. 51st state has just the common pool of cards. they are almost identical in every other regard, but IS is so much better IMO

Thanks for all the tips folks. I went with Imperial Settlers in the end (mainly because my FLGS had it in stock!). Played it last night and with my girlfriend and really enjoyed it (though she did beat me!).
Lots of others to consider now for next purchase.

Which of the above recommended are sufficiently different from IS?
