It has been stated officially that it is legal. Even more Thematically, I can't imagine the ISB not having an archive of all the information gathered about the location of number 1 menace in the galaxy.

having notes should be mandatory and the rebel should have a mission allowing them to modify the map ;)

In addition, it gives the same information already known but in a clear summary. That way it speeds up the game cause it downsizes Analysis Paralasis.
Note: wont take hours of but still, less burden on the brain makes for better game experience.
