What happens if you run out of Bystanders before the Scheme resolves?

It seems that if this happens, then the Scheme is unloseable (from the player's perspective). If there are no more Bystanders to add, then you can't reach the 10 that cause the players to lose.

We played two games with that scheme and the same heroes, and with Gracie Law. Her "One Step Ahead" card, that lets you draw a Bystander, came close to emptying out the Bystander deck the first time, and did do so the second time.

We also played with Henry Swanson, whose Rare is not only absurdly cheap but also allows Bystander grabbing.

You still have the Bystanders in the Villain Deck that will come out during the rest of the game and can escape or be KO'd that could make the 10 to lose.

Other than that, your worst case is the mid-ending -> Play until either Hero or villain deck run out. Then you have survived the scheme, but didn't defeat the mastermind. So still possible to not "win."

We had the villains in the City pretty much under control at that point. We hadn't defeated all of the Bystanders in the villain deck, but there were none in the City and we were consistently drawing 5-7 combat to defeat the tougher villains.
