That is a key port, you can find it on the Terrain Key on the Map.

Having a axis unit or marker on a key port allows the axis to place a scratch convoy in that naval zone.

THe US needs one for placement of the US Fleet train

Thanks. I forgot that. Many years since last time I needed that rule.

My friend stumbled over it at the Terrain Key, and asked what it does.

Guess there is a reference on an Axis convoy card.

I told my friend a million times - if it is not in Glossary or Housekeeping rules, it will show up when you need to know. After flipping through the rules a few minutes we agree to move on. At least we keep the rules in general warm that way.

The game plays extremely fast. 1937- 1941 playtime approx 15 hours. We take time to discuss tactic, strategy and small quirks like this.

One of the greatest wargame experience ever, our last TK sessions
