Was Operation Jubilee/ D-Day games the first to use this card-driven AI system or was its use in these games a modification of some earlier AI system? I am thinking here specifically of cards with multiple uses and cards controlling AI placement--not cards with random events and things like that. EDIT: like Ambush!

RAF, back in 1986, used cards to determine the German AI. Same designer (John Butterfield).
