I was able to play recently and we had a couple coups where a great deal of cash exchanged hands between turns as the tide of the coup swung back and forth. In the penultimate turn El Presidente gave away all of his cash to his two most loyal backers.
Among other things, this really slowed down the coups which are slow enough already.

Yes, they can!

Shouldn't slow things down too much but agree Coups can take a while anyway. Junta is an old school game, you have to make allowances to enjoy its pleasures.

There is one exception: If a player has been targeted for assassination, he cannot trade (or give) away any of his cards or money until the assassination has been resolved.
The rationale for this is that the player will know (in most cases) whether the assissination will succeed, and could choose to give away all his or her assets to a loyal friend instead.

In addition, players who are in exile cant exchange money with any player - only cards can be given away.
