If you want to tighten things up when playing with just two I have found the following to work quite well.

Before each round place workers of a neutral colour in spaces one and three of the top column and spaces two and four of the first row. Then remove the four tiles as shown below (the rows and columns headed with neutral workers remain full)

As in the normal rules players must use extra workers to place on spaces with neutral workers.

In addition the first player to place workers on a space with neutral workers gets to claim one of the four starting positions for the neutral player.
