The decision to place certain events on Prepare cards, vs. Event & Status was quite deliberate and I think is worth explaining a bit more.
In considering the major events of the conflict, things that happened because one major power was able to engineer the outcome were placed on Prepare cards. When using the advanced Emergency Provision rule, this allows the player to get whatever prepare card needed, but at the cost of cards and possibly tempo, since the Prepare card must be immediately played to the table (face-down) as the Play step.
Event cards were situations that happened because circumstances arose. The influence by the major power was more opportunistic, and tactical. Cities placed by events are much more fragile since they cannot be reinforced during the the Play step, like cities placed by Prepare cards.
Status cards are generally designed to be more powerful than Events but requiring tempo delay and planning to get maximum benefit. Most of the time an individual Status card is discarded, but the few that are played typically tint the entire game.
The variability between games will be most influenced by the order the Event and Status cards are drawn. Prepare cards can be summoned from the Draw deck, and need to be considered carefully when discarding Status and Event cards. Status cards for scoring will frequently make the difference in the game, so the question arises as to which Prepare cards are most supportive of the Status cards drawn.
With this much flexibility in card play, between the four basic and Prepare cards, you can easily cause yourself great misery when your deck runs out of specific types of cards, or all cards! This limitation forces you to play the game you're dealt rather than finding a strategy for every game. However, all in all, I would say there is less luck in Victory or Death compared to Quartermaster General.
